This course also examines several substantive policy areas such as social welfare policy, education policy, economic policy, etc. Students will have chances to analyze real Singapore policy cases by employing theories covered in the lecture. In sum, this course aims to provide both theoretical and practical training for students.

This course examines theories and practices of leadership in public sector. It helps the students develop knowledge, understanding and skills to work more effectively in public sector and to be a more effective leader. Under the supervision of the MPA faculty, students are expected to write a paper that identifies and addresses a critical gap in knowledge about a particular issue in public policy or management, which is relevant and significant.

The papers can be client-based or non-client-based, and they can be a policy analysis paper, a reform paper, or a case study. Students are expected to consider various analytical approaches learned in the MPA programme to address the problems chosen. Findings from Capstone Papers will be orally presented. This course provides reviews and analyses of current macroeconomic issues and methodologies from the perspective of government policymakers, especially those in East Asia.

In the first part, we discuss types of data used to measure macroeconomic performance. The second part covers basic macroeconomic models that economists use to explain the macro-economy in the short run and long run. Finally, we focus on applications of macroeconomic theories in the third part, and explore issues in stabilization policies, international trade and international finance. An integrated theoretical framework introduces international dimensions from the start.

The course provides an introduction to public choice theory and explores government failures that may arise when a rational government intervenes the economy at both micro and macro levels. The main focus of the course is institutional public choice, but political economy models of macroeconomics are also covered. Topics include constitutional political economy, alternative voting procedures, collective action and interest groups, bureaucracy and economic approaches to organizations, rent-seeking, the size and growth of the public sector, political business cycle, and institutions and economic growth.

The course serves two main purposes. One is to provide students with a broad overview of the practice of policy analysis. The other is to help students synthesize what they have learned in the MPA programme, and write a Capstone Paper. The first half of the course covers generic instruments of public policy, basics of benefit-cost analysis, policy implementation, and the role of policy analysts.

During the second part of the course, students are provided with an integrative experience through their own efforts in developing an actual program in public policy or management. With faculty supervision and guidance, students go through all aspect of completing a Capstone Paper, including topic selection, problem definition, literature review, analysis, and writing. This course analysis the political constraints and opportunities involved in formulating and implementing public policies.

It examines political realm of the administrative process, especially focusing on the executive body and the changing administrative, policy, political and organizational environments associated with it. It also explores the ways in which institutions help or hinder the development of effective policies.

Public sector reform and demand for human resources for health (HRH)

The purpose of this course is to provide an overview of methods employed in pursuing research projects in policy analysis. Both the conceptual and empirical dimensions of the subject are explored. On the empirical side, considerable attention is accorded to qualitative methods which feature prominently in administrative research. Basic statistics such as descriptive statistics, probability, sampling, estimation, inference and hypothesis testing, variable analysis and correlation, regression theory, reliability and validity, and prediction and simulation are included.

This course examines interpersonal communication and management practices in which negotiation strategies help you manage difficult situations and resolve intra-organizational conflict. By developing effective negotiation skills, you can increase your problem-solving and conflict-resolution abilities. The concepts, theories and skills taught in this course are fundamental to contemporary management practice in all sectors. The established systems of public administration in China have been subject to widespread reform.

This has involved the adoption of various strategies resulting in numerous mixes of public and private activity in which partnerships, contracts and other means of forging relationships are of considerable significance. Such strategies have far-reaching consequences for the governance of modern society. They are examined in this course from an international and comparative perspective. This course also examines the context of public administration in contemporary China; party and state institutions; public personnel management; and the formulation and implementation of public policy.

This course is designed to explore and understand the new changes taking place in the form and organization of government. The focus will be on the changes being forced on twenty first century governments because of globalization, the information revolution.

Effective Public Management

The course will begin with a critique of traditional bureaucracy and the ways in which it is perceived to be inadequate to the challenges of the globalization and information age. It will then look at three emerging methods of governance — entrepreneurial government, networked government, and government by market. This course deals with special issues in public administrations which are topical, timely and relevant to MPA participants. It may be organized as a series of seminars centring on a number of well-chosen topics.

This course examines basic theory and policy of international trade and international finance. It covers the effect of international trade, import tariff and export tax and their effects on the economy, exchange rate, balance of payments, and international monetary system, the relationship between internal and external economy, international economic integration and foreign investment. This course focuses analyses of economic and public policies in Singapore and China. A comparative analysis of development experiences in Singapore and China is included in this course. Current developments are stressed.

It is divided into two parts.

This course will provide a solid theoretical and technical foundation for Chinese decision makers in the increasingly important areas of sustainability and development. This course provides lectures designed to acquaint the student with the basic concepts of biostatistics and their applications and interpretation. Topics include descriptive statistics, graphics, diagnostic tests, probability distributions, inference, tests of significance, association, linear and logistic regression, and life tables.

Furthermore, this course will examine different patterns of reactions of global talents to various government initiatives. This course will also critically assess the impact of talent strategies not just on domestic and global talents, but also on the public policies within which talent mobility is to be situated. It concludes with some policy recommendations for managing talent at the time of globalization. Topics covered include: guiding ideologies in public administration, the Singapore style; relations between the ruling party and the government; relations between the government and the multi-racial citizens; relations between the government and the civil service; symbiotic relations between the government and trade unions and crisis management.

This course examines the concept, measurement, and comparability of happiness and its role in public policy. How happiness may be increased will be discussed both at the individual and social levels. Facts and fallacies on happiness will be critically examined. Questions such as whether money can buy happiness will be discussed. Related issues like environmental quality, relative competition and the appropriate level of public spending will be analysed.

Implications for individuals and public policy will also be drawn. The course will first cover the broader issues concerning the financial sector, from monetary policy to ensure price and financial stability to financial sector development. It then delves with the financial markets, financial intermediaries and financial instruments.
